"When you jump into that, it's going to slow your body," said Capt. Chris Vestal with Sacramento Metro Fire. "It only takes a minute or two to affect your breathing, as well as your muscle control."

Water levels this year are lower, earlier than normal.

Vestal said as a result, crews are taking their boats off the water and standing by on land.

He said the water is too low in some spots for them to travel.

"It wouldn't make sense to have them on the river in one spot because it's such a small area," Vestal said. "They would have to reload the boat, then relaunch."

On land, Vestal warned dry fuels and low humidity can present a risk for fire.

"Any fire that starts is likely to spread fast and be hard to control for the rest of this year," he said.

Vestal urged people using an open flame or equipment that could spark a fire to use caution.

He also reminded personal-use fireworks are not authorized for use until the end of next month.
